You are hereby summoned to an ordinary meeting of the Human Resources (HR) Sub-Committee which is to be held on Wednesday 15 November 2023 at 10am in the Council Chamber, Municipal Offices, Marcus Hill, Newquay to transact the business contained in the attached agenda and associated papers.

To receive apologies for absence
To receive Declarations of Interest and Dispensations awarded in respect of items on the agenda.
To receive, consider and recommend/resolve amendments to any of the following (if needed):
To receive and note the updated committee Terms of Reference and recommend any changes to the Governance and Resources Committee for consideration.
To receive previously notified public questions, followed by verbal questions from attending electors of Newquay.
In line with Standing Order 3(e), members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda of the meeting.
In line with Standing Order 3(f), the time allowed under this item is 15 minutes unless directed by the Chair.
In line with Standing Order 3(g), members of the public shall not speak for more than 3 minutes.
To receive, consider and make decisions on any drafted Policies and Procedures as may be attached to this agenda and to consider requesting/developing any new policies or procedures in accordance with the Committee's Terms of Reference (7.6.2) from time to time
To receive and note the current Health and Safety Handbook and Health and Safety Policy
To receive and note the latest budget update and make a recommendation to the Governance and Resources Committee on the budget for 2024-25 and subsequent 2 years.
To resolve that pursuant to Section 1(2) of the Public Bodies (Admission to meetings) Act 1960 the public and press leave the meeting because of the confidential nature of the business to be transacted.
To take as read and confirm as accurate the minutes of the meeting held on 28 June 2023.
To discuss or note any matters arising from the minutes under item 6A (for information only unless on the agenda).
To receive, consider and make any decisions or recommendations in relation to the following correspondence (attached if any).
To receive, consider and decide on Staffing matters brought before the committee by the Town Clerk which involve; subject to staff consultation and relevant advice where required/appropriate (Confidential report(s) to follow at the meeting):
To receive, consider and reach a determination on any recommendations contained within Confidential General Staff Updates Report (this report is confidential and sensitive)
To receive, consider and reach a determination on any formal requests from officers of the Council (attached if any).
To receive, note and make any decisions on any recommendations contained in the training report.
To receive, note and make any decisions on any recommendations contained in the Uniform Report.
To receive, consider and make a determination on any updates on Safeguarding issues and training (if needed).
To discuss items for information only. Please note decisions cannot legally be made under this item.
