You are hereby summoned to an extraordinary meeting of the Human Resources (HR) Sub-Committee which is to be held on Wednesday 28 June 2023 at 10am in the Council Chamber, Municipal Offices, Marcus Hill, Newquay to transact the business contained in the attached agenda and associated papers.

    To receive, consider and decide on nominations for Committee Chairman for the 2023-24 Civic Year

    In line with Standing Order 3(e), members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda of the meeting.


    In line with Standing Order 3(f), the time allowed under this item is 15 minutes unless directed by the Chair.


    In line with Standing Order 3(g), members of the public shall not speak for more than 3 minutes.

    To consider and make any recommendations in relation to changes to the Committee Membership following the request from Full Council (Annual Council Meeting) to do so.

    To receive and note the latest budget update.

    To resolve that pursuant to Section 1(2) of the Public Bodies (Admission to meetings) Act 1960 the public and press leave the meeting because of the confidential nature of the business to be transacted.

    To take as read and confirm as accurate the minutes of the meeting held on 15 March 2023.

    To discuss or note any matters arising from the minutes under item 6A (for information only unless on the agenda).

    To receive, consider and make any decisions or recommendations in relation to the following correspondence (attached if any).

    To receive, consider and decide on Staffing matters brought before the committee by the Town Clerk which may require formal staff consultation and may include relevant advice where required/appropriate:

    To receive, consider and reach a determination on any recommendations contained within the Staffing Digest 2022/23 (Report to follow if not attached).

    To receive, consider and reach a determination on any formal requests from officers of the Council (attached if any).

    To receive any updates on resource issues from the Town Clerk and to provide a steer on approach and solution if relevant (including authority to commission resources or recommendation/decision to recruit new roles if deemed necessary).

    To receive and note the emerging Structure Review and provide feedback for consideration and assessment, before bringing back finalised proposals and associated report(s) at a future meeting of the Committee.


    Update

    • Informal meeting of the HR Committee to be arranged to discuss and provide feedback on the emerging structure.
    • Version 2 of the structure is attached with some minor amendments to where proposed roles sit as well as more accurately displaying the current structure and where officers sit currently. It also starts to provide some suggestive prioritisation of changes.

    To receive, consider and make a determination on any updates on Safeguarding issues and training (if needed).

    To receive and consider any other reports from Officers including considering recommendations contained therein.
