You are hereby summoned to an extraordinary meeting of the Full Council which is to be held on Wednesday 13 December 2023 at 6pm in the Council Chamber, Municipal Offices, Marcus Hill, Newquay to transact the business contained in the attached agenda and associated papers.

It was proposed by Cllr J Kenny, second by Cllr J Brook and RESOLVED that the Planning & Licensing Committee make the following Recommendation to Full Council:
In the light of significant local concern, should the Local Planning Authority approve planning application PA22/10572 (Land At Hotel Bristol, Narrowcliff TR7 2PQ) without review by the Cornwall Council Central Planning sub-committee, Full Council should give delegated authority to the Clerk (and Mayor/Deputy Mayor) to undertake the necessary research and, subject to legal advice, instigate a Judicial Review of both the decision making process and any issues of concern associated with this application, which will be clarified as part of any such process in due course.
Cllr N Morris abstained, having informed the Committee he had recently discussed the matter with the Ward Member, Cllr L Gardner.
Please note: this item may need to be considered in Exempt Business due to the confidential nature of some of the information.

RESOLVED unanimously to recommend to Full Council the award of the Grant of £4000 to Newquay Cricket Club and that this be released from the Grants General EMR

RESOLVED to recommend to Full Council the release of £5000 from the CIL reserve towards a scoping survey for a voluntary visitor contribution scheme

Please note: Formal confirmation has been received that the CIL funding cannot be used for this purpose. Therefore, the source of funding would need to be amended in order for this proposal to progress legally.
