You are hereby summoned to an ordinary meeting of the Full Council which is to be held on Wednesday 01 March 2023 at 7pm in the Council Chamber, Municipal Offices, Marcus Hill, Newquay to transact the business contained in the attached agenda and associated papers.

    Recommendation to Full Council for the release of £13,388.28 towards the purchase of 8 cameras and backhaul links from the CCTV EMR.

    Please Note:

    • Recommendation EF010/23 (A)(i)(1) has been deferred until such time as the Council is aware of which legal power or authority it is able to utilise in order to make a decision at Full Council. This is to avoid bringing this matter back to Full Council again at a later date (legal requirement).
    • A meeting with the Highways Manager is being arranged with members and officers in order to establish the method to which the Council is being asked to facilitate this activity following advice from the National Association of Local Council's solicitors that we cannot use the Power of General Competence for Speed Awareness Signs Management.

    RECOMMENDATION to Full Council the release of up to £9000 from the Open Spaces EMR or General Fund to source and install a fence for the Killacourt and to give delegated authority to the Chair, Vice-Chair, Environment Manager & Deputy Town Clerk to agree a new suitable fence line for safety and review the recommendation from Cornwall Consultants

    Including considering and deciding on the following Recommendation: [P043/23/(12)] - RESOLVED unanimously to recommend that Full Council reconsider the current application documents to determine whether the appearance of the proposed statue, fixings and associated works accurately reflects the design that was subject to public consultation in July 2022.

    To receive reports from members who sit on outside bodies as well as issues and motions received, in line with Standing Order 9B, from members in relation to Newquay Town Council.


    Discussions under this item are for information only unless specifically listed on the agenda for a decision.


    Any concerns being raised or requests for information should be communicated to the Town Clerk as soon as possible and in good time before the meeting, to ensure they have been afforded the time to look into the matter. Failure to do this is likely to result in the Town Clerk having to note the matter and responding at a later date.

    Proposed motion: Newquay Town Council believes that the way Cornwall is governed is extremely important to our local residents. We note proposals for a possible change to a powerful Mayor of Cornwall with their own staff, budget and choice of Cabinet. We believe that such a system should only be implemented Only if the people of Cornwall support it. We call on Cornwall Council and our local Cornwall Councillors, to ensure that there is a referendum of all voters in Cornwall on whether to introduce this significant change, as set out in the relevant legislation.
