You are hereby summoned to an ordinary meeting of the Full Council which is to be held on Wednesday 06 September 2023 at 7pm in the Council Chamber, Municipal Offices, Marcus Hill, Newquay to transact the business contained in the attached agenda and associated papers.

    To receive and accept apologies for absence.

    To receive reports from Newquay Cornwall Councillors and for Town Councillors to raise questions on their report(s) (for information only).


    Please note

    • Members wishing to raise a ward or divisional issue, should do so direct with the relevant Cornwall Councillor outside the meeting.
    • This item allows Cornwall Councillors in Newquay to report on updates to live issues or matters of concern and for members of the Town Council to ask questions on those matters reported on.

    To receive and note the list of Correspondence and to refer or respond accordingly (if any)


    Please note any emails or letters that have already been circulated to members will not be included unless a decision is needed that cannot be dealt with outside of Full Council or a committee.

    To receive, discuss and make any decisions in relation to the response letters from Cornwall Council to the Town Council as listed under 8.A.i and 8.A.ii respectively and associated documents attached to this item for information.

    To receive and approve the Financial Statements of the Town Council (to follow if not attached).

    To receive and note the following committee minutes/reports and to consider and make decisions on any recommendations and proposals to Full Council contained therein (unless otherwise dealt with at the previous Full Council meeting):

    To receive and note the minutes of the Human Resources sub-committee.

    It is recommended that Cllr Sarah Thompson is placed on the Human Resources Sub-Committee, to fill the current vacancy for the remainder of the civic year.

    To receive and note the minutes of the Governance and Resources committee.

    It was proposed by Cllr D Creek, seconded by Cllr S Thomson and
    RESOLVED to adopt the Financial Regulations 2023 & recommend to Full Council with the amendments as set out (but to not remove sub, in reference to the HR Sub Committee) and to change the petty cash £300 minimum amount to a £300 maximum.

    It was proposed by Cllr A Goudge, seconded by Cllr D Cheney and
    RESOLVED unanimously to RECOMMEND to Full Council release of up to £3,000 from the Community Projects / Events Boards EMR to fund the installation costs of the Digital Notice Board

    To receive reports from members who sit on outside bodies as well as issues and motions received, in line with Standing Order 9B, from members in relation to Newquay Town Council.


    Discussions under this item are for information only unless specifically listed on the agenda for a decision.


    Any concerns being raised or requests for information should be communicated to the Town Clerk as soon as possible and in good time before the meeting, to ensure they have been afforded the time to look into the matter. Failure to do this is likely to result in the Town Clerk having to note the matter and responding at a later date.

    Newquay Town Council formally recognise the sporting achievements of Katie Robinson on the world stage

  29. 12.B

    In the light of the response from Council to Cornwall Council concerning the suspended cliff works at Whipsiderry it is proposed that Newquay Town Council request an urgent meeting with; the Strategic Director for Sustainable Growth and Development, the local Cornwall Councillor for the area, appropriate representatives from Cornwall Council’s Planning and Cliff Protection Authority teams and the Environment Agency Coastal Advisor for Cornwall and the Isles of Scilly. The purpose of the meeting to discuss the issues raised in this correspondence and the evidence that supports the assertions made as well as concerns over imminent recommencement of cliff works.

    The next scheduled Full Council meeting will take place on Wednesday 04 October 2023 at 7pm in the Council Chamber, Municipal Offices, Marcus Hill, Newquay.
