You are hereby summoned to an ordinary meeting of the Full Council which is to be held on Wednesday 04 October 2023 at 7pm in the Council Chamber, Municipal Offices, Marcus Hill, Newquay to transact the business contained in the attached agenda and associated papers.

    To receive and accept apologies for absence.

    Please note

    • Members wishing to raise a ward or divisional issue, should do so direct with the relevant Cornwall Councillor outside the meeting.
    • This item allows Cornwall Councillors in Newquay to report on updates to live issues or matters of concern and for members of the Town Council to ask questions on those matters reported on.

    To receive and note the following committee minutes/reports and to consider and make decisions on any recommendations and proposals to Full Council contained therein (unless otherwise dealt with at the previous Full Council meeting):

    To receive and note the minutes of the Governance and Resources committee.

    It was proposed by Cllr D Creek, seconded by Cllr S Thomson and RESOLVED to RECOMMEND the updated Grant Policy to Full Council for adoption
  14. 12.A.ii

    Recommendation: Full Council to appoint of Hudson Account Ltd as the Council’s Internal Auditor for the three-year period 2023/24 to 2025/26 at a fixed cost of £2,500 per annum. £7,500 total contract value. This will be covered by the Councils annual revenue budget each year.


    Having considered the following:


    a) Are the committee satisfied that Hudson Accounting Ltd are independent? (yes)
    b) Are the committee satisfied that Hudson Accounting Ltd are competent? (yes, albeit a matter was raised concerning backup arrangements should Steve Hudson be ill/unavailable to perform the contracted duties).
    c) Are there any other areas the Committee would like the auditor to review in addition to the ones highlighted in this report? Please note there would be an additional cost for this work. (not at this stage)

    To receive and note the minutes of the Community and Tourism committee.

    The Library and Information Manager provided an update for Members as well as some recommendations.

    It was proposed by Cllr S Hick, seconded by Cllr A Goudge, and

    RESOLVED to agree to proceeding with the repair of the Library front door due to the Health & Safety/Security concerns and to RECOMMEND to Full Council a release of £2,886.00 from the Library EMR to cover the expenditure

    It was proposed by Cllr D Cheney, seconded by Cllr N Morris, and

    RESOLVED to RECOMMEND to Full Council a release from the Library EMR of up to £3,500 to cover the cost of installing a new external door leading to the Library Garden.
  20. 12.B.iii

    It was proposed by Cllr N Morris, seconded by Cllr S Hick, and

    RESOLVED to RECOMMEND to Full Council to review and agree the proposed changes to the Venue Hire Agreement hiring charges for the Killacourt. With a caveat that electric costs are subject to fluctuate along with the current market.

    To receive and note the minutes of the Environment and Facilities committee.
    Please note:
    The following recommendation contravenes the Council's Financial Regulations and thus has been directed to the next Governance and Resources Committee for consideration in-line with the regulations. 



    A. Application – Cricket Club (£4,000)

    It was proposed by Cllr L Gardner, seconded by Cllr O Monk and

    RESOLVED unanimously to agree to RECOMMEND the Grant Request to FULL COUNCIL to release the £4,000. The E&F Committee are supportive of the grant but have no funds available in this financial year to be able to assist.

    To receive reports from members who sit on outside bodies as well as issues and motions received, in line with Standing Order 9B, from members in relation to Newquay Town Council.


    Discussions under this item are for information only unless specifically listed on the agenda for a decision.


    Any concerns being raised or requests for information should be communicated to the Town Clerk as soon as possible and in good time before the meeting, to ensure they have been afforded the time to look into the matter. Failure to do this is likely to result in the Town Clerk having to note the matter and responding at a later date.
